What is a priority in Scrum?

The Product Owner is responsible to prioritize the Product Backlog items. The most valuable item for the customer needs to be at the top of the Product Backlog. This product backlog item or user story must be able to be processed within 1-4 weeks during a sprint. The user story can be prioritized by its revenue, cost, deadline, risk, risk-value assessment and knowledge building. User stories that have a high risk and value should be prioritized first.
